

Minutes for April 26, 2007

In the absence of Chair Schad, Robert Trepp handled the chair responsibilities to allow Cathy Probst, Staff, to take the minutes of the meeting.
The minutes from the March 29, 2007 meeting were not approved since a quorum was not established. The March minutes will be approved at the May meeting.
The Revised Design Standards document was distributed at a prior meeting for review by committee members. This document, produced by Dover, Kohl & Partners, will continue to produce ongoing conversations. It was suggested to invite someone from Dover, Kohl to an upcoming meeting to discuss the design standards in more detail.
Nat Roberts and James Dubois discussed the Neighbors Update 2007 which all agreed was a successful event and well attended. Some committee members mentioned they talked to attendees who were unsure of the plan, had never attended a meeting, however, once they had a chance to see the plan and get questions answered, they were in support. The support cards signed at the update will be delivered to the commission office for review. It was determined that approximately 1,000 people attended the update. One committee member suggested mailing a letter to all of those who signed a support card and encourage them to attend the final adoption hearing scheduled for May 7, 2007 beginning at 9:30 a.m. at the Commission building in West Palm Beach.
Nat Roberts referred to a traffic study paid for by City of Palm Beach Gardens, Village of Royal Palm Beach and City of West Palm Beach. Callery Judge Grove has asked their traffic engineers to review the document and bring the conclusions to Nat.
James Dubois indicated the Callery Judge Grove team had presented the master plan at the Belle Glade Jubilee to give those residents the chance to see the plan and get reaction. Many people liked the plan and felt it would be a great addition to the western area.
Nat Roberts discussed the current status of the sector plan which began in 1998. The county is proposing a settlement agreement for the sector plan in order to get a working plan in place for the western region.
Nat Roberts presented a detailed Data & Analysis for road improvements needed with current build out and future development. The western area is currently behind in road improvements needed for those who reside in the area. It was indicated on the Data & Analysis that it would cost $495 million in required road improvements to establish a proper road network for the traffic. The additional cost for noted future developments increased that figure by $174 million. A detailed discussion of road networks and improvements was had by the committee and audience.
Kerry Kilday of Kilday & Associates was present to discuss the results of the April 25th Zoning hearing which produced a 5-2 vote in favor of the Callery plan. This was a recommendation by the board present who are all representatives for each commission district. The 7 ½ hour zoning hearing included presentation by staff, discussion by board and public comment. The zoning board felt the plan addressed key issues not currently dealt with in the western area and voted in favor. Kerry addressed the zoning board and mentioned he has come before the county on previous projects much smaller than this one and the show of those opposed was quite small for a project this size. He noted that Mr. Wilcox and Mr. Trepp spoke on behalf of the project and both did an excellent job in relaying their support of the plan.
Kerry Kilday encouraged anyone who is available to attend the May 7th final adoption hearing. It will be important to have as many people who support the plan as possible even though it is difficult to attend during a weekday. The Callery team will be working next week to ask for attendance from those who support the plan.
During public comments, Mike Ericksen mentioned the ITID will take a vote regarding the Callery project at their next meeting scheduled for May 2nd.
The next meeting is scheduled for May 31, 2007. Cathy Probst will be out of town.
