Minutes for February 22, 2007

The minutes from the February 1, 2007 meeting were approved as written.

Nat Roberts and James Dubois attended the recent Congress of New Urbanism (CNU) Annual Meeting. James explained the purpose of CNU and the various topics presented at the annual meeting including concurrency relative to traffic, alternative transportation methods such as rail, bus, etc., neighborhood mixes, Florida Greenbook and traditional neighborhood design to name a few. Nat Roberts indicated that leaders and local government are listening to CNU for direction in planning future land development.

James Dubois and Nat Roberts presented the 140th Edge Treatment/Illustrative Design. The committee was shown examples of designs for edge treatments to help gauge the distance from the grove property to neighboring communities. The illustrations were drawn to scale to give the committee and audience the opportunity to see the possible “view” from the outside in. The illustrations including roadway with equestrian trails, walking paths, landscaping and bridge design. Committee members were concerned with the look of the bridge indicating it has little architectural design to it and doesn’t enhance the connection between the properties. James Dubois mentioned this bridge design is the opportunity for the group to use the “toolbox” of ideas previously presented such as railings, pedestrian outlooks, texture, etc. to enhance the look. Committee members would like to see a series of illustrations starting with the “plain” bridge and adding features to it from the toolbox. Also, a suggestion was made to add “virginia creepers” to the bridge to allow this vine to cover the sides. Other examples for additions to future drawing include blue herons, great egrets, pedestrian path, rails, rustic to better conform to the neighboring communities current look.

Cathy Probst noted that these illustrations were a result of the August 24, 2006 meeting when committee members asked to see what a possible edge treatment would look like to allow the advisory committee the opportunity to provide input. The committee members asked for further illustrations to include a split road with “natural green” in the middle with a curve as you approach the bridge to slow traffic down, natural landscape when possible in medians and consider a median on the bridge.

James Dubois distributed Revised Design Standards. The committee was asked to review this information and bring back questions at an upcoming meeting.

Nat Roberts discussed the certification update. Callery Judge Grove continues to provide road designs sufficient to county standards which will lead to finalized certifications. CJG is working on a list of other issues to be rectified as well.

The committee discussed the recent meeting held 2/21/07 by Commissioner Santamaria. Winston Crosbie asked when GL Homes would be providing a road network for their plan. Nat Roberts indicated GL Homes is going through the DRI process traffic must be addressed in the application process.

Nat Roberts indicated a possible timeframe for the development to continue if approval occurs in the Spring, the Department of Community Affairs must review for compliance with possible litigation as a result. The Army Corp of Engineers will then review the project and this could take two years with an approximate start date of July 2009. Nat Roberts also mentioned that roads are phased into the project as development continues.

Robert Trepp asked when GL Homes is holding its first charrette. No one was aware of a charrette scheduled. Robert Trepp also mentioned his concern about misinformation in the media and within the county regarding the Callery-Judge plan. He cautioned audience members not to believe what you read and hear. He encouraged people to get the facts and continue attending meetings.

Nat Roberts added that Callery-Judge continues listening and talking to its neighbors, conducting traffic studies and helping residents understand the plan.

Committee members asked for invitations to the next meeting, scheduled for March 29th, be extended to the Royal Palm Beach Mayor and Palm Beach Gardens Mayor so they may attend, listen and ask questions.
