Minutes for February 1, 2007

The meeting was called to order by Leah Schad at 6:40 p.m.

Chair Schad asked the audience members to introduce themselves.

James Dubois presented a slide show to continue the discussion of Bridges and Road connections and how to create “organic” traffic calming. The goal is to slow traffic down without speed bumps. Some ways this can be accomplished is with curved roads, street lighting, signage, road texture change and bridge incline. The committee was asked to recognize and note calming devices in other communities and, if possible, photograph them for the group. Varying designs and construction of bridges and traffic calming were viewed. Covered bridges were discussed and considered not feasible for south Florida since the construction may not withstand possible hurricanes. Also, references to entry ways were briefly discussed and how signage and landscaping can be used to move from one community to another.

The road connection map and key was shown distinguishing between roads shown on the DRI versus road connections to be considered throughout the phases.

Nat Roberts noted Indian Trail Improvement District (ITID) has approved a traffic study within their legal boundaries to specifically determine vehicle movement, flow and congestion. He also mentioned the county is involved in a traffic study to evaluate the impact of large tract development. Information titled “Midwest Study” was distributed for review and reference during this discussion. The county study indicates Western Way, a proposed roadway west of the Callery property, would not be necessary and Seminole Pratt Whitney would not be overloaded by development of GL Homes. GL Homes traffic would travel east to go south which the majority of the committee didn’t feel was a reasonable assumption.

Traffic studies have been ongoing. Nat noted two years ago traffic flow was not well evaluated, however, as noted above, traffic studies by ITID and the county are hoping to determine traffic flow and decide upon some solutions for the future.

The minutes from the November 30, 2006 meeting were approved as written.

Nat Roberts presented the zoning map to the committee which has been submitted to the county. This map encompasses phasing charts, scales, civic building requirements, green space, residential and non residential locations, park locations and sizes as well as street cross sections. Nat referred to the civic site in the plan with the fire station and library locations as well as other future needs including municipal buildings and police noting these sites are located near the town center accessible from Seminole Pratt Whitney.

Callery is awaiting certifications from the entities involved in reviewing the plan and final zoning approval may take place in Spring 2007.

Chair Schad welcomed Jan Polson as a new member to the Neighbor Advisory Committee.

The next meeting is scheduled for Thursday, February 22, 2007.

Chair Schad opened the floor for public comments and several announcements were made on upcoming community events including:

Suzanne Stafford from American Cancer Society announced the Relay for Life taking place at Callery Judge Stadium on April 13/14. Teams are being formed and this is the first event for the Acreage/Loxahatchee area.

Leah Schad announced on February 10th at the Loxahatchee Wildlife Refuge there will be various speakers presenting environmental issues.

Robert Trepp announced Huck Finn Family Day on March 11 from 11-4 p.m. located at Corbett Wildlife off Northlake and Seminole Pratt.

Marge Herzog announced the Loxahatchee Groves parade will take place on March 31 on Okeechobee between Folsom and Seminole Pratt Whitney to celebrate incorporation and the district’s 90th birthday.

The agenda item concerning the Congress of New Urbanism Florida Chapter Annual Meeting was postponed.

The meeting was adjourned at 8:45 p.m.
