Chair Schad asked for audience members to introduce themselves.
The minutes from the August 24, 2006 meeting were approved as written.
James Dubois discussed the site clearing for the county fire station which will begin construction soon. James also mentioned the library site, which was previously planned next to the fire station, is being considered as part of the town center. The discussion between the county and Nat Roberts is ongoing to determine the best placement and architecture for the library with consideration of including it in the civic use area of the master plan.
James Dubois and Nat Roberts presented the topic for Thoroughfare and Inter-Acreage Connections. These connections, in most cases, will require a bridge, pedestrian and/or equestrian crossings. James provided a slide show of a variety of architectural designs and styles to be considered. Also, traffic calming devices were discussed, with examples shown in the slide show presentation, which will allow these road connections to be used for local traffic not as a through street. Traffic calming devices would be designed as a dis-incentive for vehicles to utilize the road for the fastest or quickest route. They also create safer roads by slowing drivers down for rotors, round abouts, elevated and curved roads as well as tree lined roads. Committee members asked that some local traffic calming devices be photographed to bring back for discussion at future meetings. Cathy Probst, Staff, will work on photographing these requests.
Nat Roberts used the current plan map for the Callery property to show traffic calming devices already planned in the road network. It was noted that the master plan creates a network of roads to minimize the traffic impact to specific areas. More connections and more road connections allow traffic to be dispersed among the property and surrounding neighbors, thereby reducing traffic on any single road.
The group discussed the possibility of talking with residents on what they would like to see at the road connections. Michelle Damone, ITID Supervisor, indicated her desire to have ITID Board work together with CJG and residents to find mutually satisfying options for these connections. She suggested a town hall type meeting to bring people together to discuss the topic. This concept will be discussed in more detail at an upcoming meeting.
Winston Crosbie asked if a certain number of places to worship were being considered. Nat Roberts responded that many institutions have approached him and there is no quota set as to how many. Nat indicated that possibly 4-6 may exist on the property, however further determination will be made as the plan progresses.
