Guest speaker Peter Merritt with the Treasure Coast Regional Planning Council (TCRPC) discussed the process for review of Development of Regional Impact (DRI) applications.
DRI’s are prepared when the plan impacts multiple jurisdictions. The state established the DRI process. TCRPC is an advisory group which reviews the DRI and prepares a report that contains recommendations and conditions relative to many aspects of the plan.
TCRPC is made up of various people in multi-counties including commissioners, gubernatorial appointees and others. TCRPC works to minimize impact through conditions stated. The report relative to the Callery Judge Grove DRI contains 67 conditions and many sub-conditions.
Transportation recommendations cover condition numbers 14 through 33 with specific comments. Many conditions reference road widening, turn lanes, and signalization. Current traffic and other local projects are considered with conditions and recommendations.
Mr. Merritt indicated the Sector Plan was considered when reviewing this project, and the Callery Judge master plan helps to resolve some issues for the region.
A discussion regarding storm water management ensued reviewing the Callery plan which proposes diversion of water flow for management and water quality. Many other areas are addressed in the TCRPC report including housing, schools, hurricane preparedness, police/fire protection, air quality, water management, exotic species, hazardous materials, historic sites and energy.
The committee discussed the definition of “open space”. With Mr. Merritt’s assistance and others in attendance, it was determined that open space consists of: parks, water areas, in some cases public space, etc. Open space does not pertain to home sites on 2 ½ acres whereby the house takes up less than ¼ acre and the remaining property is vacant.
Nat Roberts discussed the Board of County Commission meeting on May 25, 2006 which resulted in a 5-2 favorable vote for transmittal of the DRI and Comprehensive Plan Amendments to the state Department of Community Affairs (DCA).
Robert Diffenderfer, Callery Judge Grove attorney, clarified that after transmittal to the DCA the Department would have 60 days to prepare an ORC Report (Objections, Recommendations and Comments Report). Upon the county receiving the ORC report, the county has 60 days to review and take final action on the plan amendments. If the state issues objections, the county must respond to these objections. The DCA will ultimately determine compliance or out of compliance with the plan amendments. A final adoption hearing should take place in September or October 2006.
Nat Roberts thanked the Neighbor Advisory Committee members who have been able to attend the various meetings regarding the Callery plan. He also mentioned that there is some thought that the proposed library be situated in the town center and made part of that design rather than on its own near the fire/police station. A team will work on this concept to create a design that will fit into the town center atmosphere.
Nat asked the committee members what other topics they would like to discuss in future meetings. Some members would like to know more about “green building”. Robert Trepp recommended Trifecta Construction from Exploration Pointe might be able to offer a presentation on green building techniques. He will email more information and a name for follow up. Members agreed they would like to hear about green buildings for both residential and commercial.
