Minutes for April 27, 2006

The meeting was called to order by Leah Schad at 6:30 p.m.

The minutes from the February 23, 2006 meeting were approved as written.

The committee discussed the Board of County Commission meeting which took place that afternoon. Lead Schad, Cathy Probst, Ralph Bair and Robert Trepp attended and spoke in favor of the Callery plan. The majority of cards presented were in favor of the plan. Village of Royal Palm Beach attended and spoke against the plan citing traffic issues and the negative impact on their area. All agreed the process is long and involved. The commissioner heard all public comment and continued the meeting for the vote to May 25, 2006. Nat mentioned that the meeting was all captured on tape and this will be reviewed and evaluated.

The committee discussed the Neighbors Update from March 30th. The attendance exceeded expectations with approximately 1200-1600 people attending. Attendees asked questions, reviewed maps, talked to consultants and committee members. Many were concerned with density and traffic, some wanted to know what positive recreation will be available for children, some comments were negative about having a YMCA facility that this may causing busing of children from other areas. A discussion ensued about various recreational facilities such as a community recreation center, Boys & Girls Clubs and YMCA all of which offer programs for children. Cathy will follow up and bring back more information to the committee on these options. Some attendees were misinformed about the plan with regards to low income housing. Many people wanted to take advantage of preconstruction sales. People do want open space, schools, colleges and no gates.

The committee discussed college options such as 2 year vs. 4 year vs. community college. Jesus Armas mentioned some college campuses utilize office buildings rather than a traditional campus. Also, many students going to 4 year universities do not want to stay in the area and this may not been the best type for the plan. College gives the opportunity for children to stay near home to avoid paying housing costs. Nat has received calls from many institutions hoping to have a location in the Callery plan. More information will be gathered by Cathy to help determine the best direction.

The responses from the Questions and Comment Cards were reviewed. The committee asked for more layman’s terms to be used in the responses. Some people will not understand technical terms. It was agreed, the direct mail campaign was effective in bringing people to the update.

It was decided that a sign should be prepared to hang on the Callery fence to increase attendance at the NAC meetings each month. Consideration for the sign:

It was suggested that at the next update a timeline be shown as to the charrette in November 2004, then the NAC forming in February 2005 and the March 2006 update, etc. for attendees to review.

There was a consensus that 80% of people attending the Update meeting had a positive feeling about the Grove’s planning effort and only 20% had a negative feeling about the planning.

The Land Use Advisory Board meeting was held March 10, 2006 and they reviewed the five amendments to the Comprehensive Plan proposed. Two of the amendments passed and three did not pass. A concern about traffic was noted.

The Treasure Coast Regional Planning Council submitted a summary report which Nat reviewed. The report lists 60+ proposed conditions of approval, and the Treasure Coast Regional Planning Council voted 17 yea to 5 nay in favor of the plan. Nat asked committee members to read the proposed conditions and ask questions. If necessary, consultants will be asked to a future meeting to answer questions that members may have.

It was asked that the question and comment card responses be remailed to NAC members after revision.

Topics for future meetings:
• Proposed conditions of approval from TCRPC – especially traffic.
• Mike Busha to discuss conditions at the next meeting
• Green buildings

The committee decided since the next Board of County Commission meeting is Thursday, May 25th which may run late as well as some members may be preparing to go out of town for the Memorial weekend, the next meeting was scheduled for Wed. May 31, 2006.

The meeting was adjourned at 8:30 p.m.
