

Minutes for November 30, 2006

The minutes from the September 28, 2006 meeting were approved as written.
Chair Schad introduced speakers Karen Arndt from the Palm Beach County Capital Improvements Division and Chief Randy Sheppard from Palm Beach County Fire Rescue.
Chief Sheppard discussed the upcoming construction of fire station #22 which will replace the temporary station located in the Winn Dixie Plaza on Seminole Pratt Whitney Road. The new fire station will be located on the west side of Seminole Pratt across from the Winn Dixie plaza. Committee and audience members were able to see renderings and plans of the station. Chief Sheppard indicated the final construction packet was due any day and will go out for bid and permitting. The actual construction should begin next summer with an approximate completion of April-May 2008. Chief Sheppard noted the architecture for each station is designed based on the surrounding community and its unique environment. Currently, the temporary station houses 3 personnel which will move to the new facility. New personnel would be added as the community grows and based on call data which is evaluated twice a year. The station is built to hurricane standards with emergency generators installed in order to continue working through power outages. This station will be the 46th station in Palm Beach County at an approximate cost of $2.8 million dollars. Chief Sheppard discussed the response times county wide stating the Board of County Commissioners require a 7 ½ minute response time with the actual average of 6 minutes and 28 seconds. Specifically in the Acreage area, the response time is 8 minutes and 3 seconds having responded to 987 calls last year. The higher response time is a result of a poor road network with dead ends and dirt roads as well as speed humps and bumps which slow down the response by rescue vehicles.
Karen Arndt indicated that based on county standards Seminole Improvement District will supply water and sewer service.
It was noted that based on the DRI approval, construction of a police station and library will move forward. The location would be behind the Winn Dixie plaza situated in the heart of the town center. If the DRI is not approved, the library would most likely be located with the fire station.
Kerry Kilday distributed planning and meeting dates pursuant to the process of the DRI as well as a list of the Development Review Agencies involved in providing certifications to the master plan. Once received, the process continues with mail outs, public notices and yellow signs around the property. The projected schedule shows a public hearing February 2007 for final adoption. It was noted ground breaking could take approximately one year after Palm Beach County Board approval. Nat Roberts discussed the road network which is driven by the phases. The roads will improve over 15-20 years and construction may be concurrent with phase construction. Traffic studies continue to be reviewed with the county as to road trips, capture, diversion, etc. The county and Callery are working on engineering issues.
Nat reviewed the Treasure Coast Regional Planning Council conditions required an archaeological study. CJG hired Dr. Ann Stokes in June 2004 who took 38 shovel tests across the grove. One site resulted in remains of deer, snake and turtle. The committee received a report of those findings for review. An update in October of 2006 produced local news reporting humans remains having been discovered which Nat said “has never been discovered.” James Dubois met with Ann Stokes recently and toured the property, discussed farming and citrus operations over the last 40 years. An updated report will be provided to CJG regarding the current findings.
James distributed information on the Dark Sky Association Model Lighting Ordinance for review by the committee.
Nat distributed the Joint Statement by Lewis, Long & Walker and Callery Judge Grove. Nat explained the series of events that resulted in the Joint Statement being issued. Nat asked for the Joint Statement to be posted on the website.
Ralph Bair, newly elected Indian Trail Improvement District Board of Supervisor, resigned his position as a member of the Callery Judge Grove Neighbor Advisory Committee and provided a letter to Chair Schad.
The
next meeting will be a holiday party being held at Kocomo’s
restaurant on December 28th for committee members and their guest.
