for November 17, 2005
The meeting was called to order by Chair Schad at 6:30 p.m.
The minutes from the September 29, 2005 meeting were reviewed and approved.

The Charrette Report was discussed with Nat and James reviewing the purpose of the report. The report includes a timeline and history of Callery Judge Grove as well as the charrette process. This report will be used as reference material for the future. The committee agreed they needed more time to review the report and they asked to revisit this issue in January 2006.
The Travel Diaries were reviewed which resulted from committee members who recorded their destinations to stores, restaurants, work, entertainment and other. The compiled list shows a variety of “big box” stores, franchise stores as well as smaller “Mom and Pop” places. It also showed what people are driving out of the area to frequent and what needs may be considered for Callery’s plans. Everyone agreed the mix is important for a town and convenience as well as value must be considered.
Nat Roberts talked about the Development of Regional Impact (DRI) process. Currently they are on the 2nd response to the DRI application. Details are being addressed and the Treasure Coast will write their report and then it will go onto the county process. The Comprehensive Plan application must be processed through the county as well.
At the state level, the Department of Community Affairs recently deemed that the Sector Plan as submitted is not acceptable for various reasons.
Fred Schwartz of Kimley Horn & Associates made a presentation on traffic network and roads with the county today as well as a road plan to the year 2030. Items discussed were traffic patterns, connectivity, traffic grids, and more. It is important to give drivers options to their destinations and how to get to from point A to point B. Road considerations for a traffic network through the Callery property were reviewed with various connector roads to the neighboring communities so that not one street bears the burden of traffic.
DRI Methodology was discussed which includes:

• Background traffic
• Committed development traffic
• Project traffic
• Determine significance impacts
• Capacity Analysis
• Trip Generation
• Trip Purposes
• Internal Trip Capture
Kerry Kilday of Kilday and Associates mentioned that project traffic patterns by the county can change based on certain factors. He went on to discuss density patterns relative to the Callery plan. Gross density vs. net density was reviewed. The gross density in the Callery plan shows a mix of lower density per acre and clustering that produces 1.6 units per acre in the first phase towards 2.81 units per acre at the fifteen year phase completion. Open space is a requirement for any new development. A matrix of DRI cumulative land uses by phase was distributed for the committee’s review.
The committee discussed traffic concerns, Callery network and traffic patterns.
